Prohibits school districts from including or promoting nine specific concepts related to race and sex discrimination in coursework or supplemental materials, including teaching that one race/sex is inherently superior, individuals bear responsibility for past actions of their race/sex, or meritocracy is racist/sexist.

Establishes complaint procedure allowing parents, students, employees, and community members to file complaints with school boards alleging violations; provides State Board investigation and appeals process with potential penalties including funding withholding, license suspension/revocation, and civil fines of $1,000-$10,000 per student for violations.

Requires school report cards to include data on complaints filed, investigations conducted, violations found, and disciplinary actions taken against employees under the new discrimination provisions.

Adds survey identification restrictions preventing school districts and third-party vendors from collecting identifiable data on students' attitudes, beliefs, or feelings; requires posting of surveys on district websites 30 days before administration.

Amends patriotism education requirements to include instruction that socialism, Marxism, communism, and totalitarianism are incompatible with U.S. freedom and would overthrow the government if implemented.

Modifies comprehensive sexual health education to require opt-in (rather than opt-out) parental consent and mandates informed written notice describing instruction content and materials before student participation.
