Requires each appointing authority of the Legislative Ethics Commission to appoint at least one commissioner from the general public (changing "may" to "shall").

Allows the Legislative Inspector General to issue subpoenas without advance approval of the Commission.

Transfers authority to release summary reports from the Commission to the Legislative Inspector General, who must make available reports resulting in violations within 60 days of receipt and may release other reports without prior Commission approval.

Prohibits the Commission from adopting rules requiring the Legislative Inspector General to seek advance approval before publishing summary reports, and voids any existing such rules.

Requires the Legislative Inspector General to redact information protecting witness, complainant, and informant identities, and allows respondents, the Commission, and Attorney General to review documents and offer redaction suggestions before publication.
