Amends the Emergency Telephone System Act to add new definitions including "dispatchable location," "multi-line telephone system" (MLTS), "call back number," and "key telephone system" to modernize 9-1-1 terminology and requirements

Establishes requirements for MLTS installed after February 16, 2020, mandating that users must be able to dial 9-1-1 directly without dialing additional digits, codes, or prefixes such as "9" for an outside line

Requires MLTS to provide dispatchable location information (street address plus room/floor number) to 9-1-1 and to send notification to a central location when a 9-1-1 call is made, if technically feasible

Grandfathers private residential and business switch systems installed on or before February 16, 2020 under different requirements, while requiring them to provide ANI (automatic number identification) and ALI (automatic location identification) to 9-1-1 systems

Subjects interconnected VoIP providers to the same provisions as telecommunications carriers, including surcharge collection and remittance requirements, and repeals outdated Sections 15.6 and 15.8 of the Act
