Removes the $100 annual surcharge in lieu of motor fuel taxes that was added to electric vehicle registration fees under the Illinois Vehicle Code.

Eliminates the $100 additional fee used to identify a vehicle as an electric vehicle on registration.

Applies to owners of first and second division motor vehicles weighing 8,000 pounds or less that are propelled by electric engines and do not use motor fuel.

Allows electric vehicle owners to register vehicles for the same registration fee as other non-motorcycle vehicles in the first division without additional charges.
