Creates the Conditions of Homeless Shelters in Illinois Commission to advise the Governor and General Assembly on health conditions (mental, physical, and spiritual) in homeless shelters statewide

Commission membership includes 9 appointed members: one from the Governor's Office, five appointed by legislative leaders, plus representatives from homeless advocacy organizations, homeless shelters, and a medical professional with expertise on homeless health issues

Directors or designees from five state agencies serve as ex officio members: Department on Aging, Department of Children and Family Services, Department of Healthcare and Family Services, Department of Human Rights, and Department of Public Health

Commission must meet at least quarterly, may hold up to 2 public hearings annually, and must issue semi-annual reports on policy recommendations by June 30 and December 31 each year

Members serve 2-year terms without compensation, and the Office of the Governor provides administrative and technical support to the Commission
