Prohibits delivery, sale, purchase, and possession of assault weapons, assault weapon attachments, .50 caliber rifles, and .50 caliber cartridges, effective 300 days after enactment.

Defines assault weapons to include semi-automatic rifles with detachable magazines and certain features (folding stock, barrel shroud), semi-automatic pistols weighing 50+ ounces with detachable magazines, belt-fed rifles, and semi-automatic shotguns with certain specifications.

Allows owners of prohibited weapons acquired before the effective date to register them with Illinois State Police within 180-300 days and pay a $25 registration fee per weapon; registered owners may only transfer weapons to heirs, out-of-state residents, or licensed dealers.

Exempts law enforcement officers, military members, armed security at nuclear facilities, Olympic shooting competitors, hunters, and non-residents transporting weapons in compliance with specified conditions.

Establishes penalties ranging from Class A misdemeanor to Class 2 felony depending on the weapon type and violation (assault weapons and .50 caliber rifles are Class 3 felony for first offense, Class 2 for subsequent offenses; large capacity magazines holding 15+ rounds are Class 3 felony for first offense).
