Creates the Commission on Children of Incarcerated Parents within the Department of Human Services to implement and coordinate recommendations from the Task Force on Children of Incarcerated Parents.

Commission membership of 21 members to be appointed by the Lieutenant Governor within 90 days, including individuals directly impacted by parental incarceration, community providers, government agency representatives, law enforcement, and academic researchers.

Commission members serve without compensation, with non-government members serving 4-year terms, and the Commission must meet at least 4 times per year.

Commission must develop a strategic plan with specific goals and timelines, identify resources and legislative proposals, and submit annual progress reports to the General Assembly and Governor for public posting.

General Assembly is authorized to appropriate funds to the Department of Human Services to support the Commission's work and services.
