Amends the Illinois Joining Forces Foundation's Board of Directors structure to include 5 statutory appointees (one each from the Governor, Senate President, Senate Minority Leader, House Speaker, and House Minority Leader) plus up to 18 additional voting members split equally between board-nominated and department-appointed positions

Removes references to "Illinois Joining Forces working groups" and the "no-wrong-door" terminology from the Foundation's stated functions while maintaining its core mission to support service members, veterans, and their families

Eliminates the requirement that veterans service organizations not be funded by the State of Illinois or any county to qualify for representation on the Board

Changes departmental support for the Foundation from mandatory ("shall provide") to discretionary ("may provide") while allowing the Foundation to receive contractual services from either the Department of Veterans' Affairs or Department of Military Affairs

Streamlines the Foundation's functions from 6 to 4 core activities: convening military support organizations, providing policy recommendations, educating community providers on military culture, and conducting outreach to veterans and families
