Creates a voluntary "Day and Temporary Labor Service Agencies Seal of Approval Program" administered by the Illinois Department of Labor to bring temp agencies into compliance with the Day and Temporary Labor Services Act

Agencies seeking certification must provide check history and cashing reports, submit to voluntary audits of time and pay records, complete required training, and rectify any wage underpayments or judgments before receiving approval

Establishes a Code of Conduct requiring participating agencies to use standardized Department forms, maintain worker demographic information, provide 24-hour notice of work schedules, and include complaint hotline numbers and sexual harassment policies in employment notices

Participating agencies receive benefits including waived penalties for violations found in initial audits, reduced maximum penalties for subsequent violations, and waived liquidated damages for wage underpayments found by the Department

Agencies losing their seal face a $2,500 fee per violation, and the Department will work with other state agencies to provide certified agencies priority access to government contracts, union shop contracts, and discounted workers' compensation rates
