Creates the State Procurement Task Force to survey state procurement processes and make recommendations for equitable, efficient, and flexible procedures that increase women-owned and minority-owned business participation

Task Force consists of 25 members: four appointed by legislative leaders, seven nominated by Illinois Legislative Black Caucus/Latino Caucus/Asian-American Caucus, four appointed by Governor from state departments, one Governor-appointed chair, and four public members representing women-owned and minority-owned businesses

Members serve without compensation and Task Force must hold at least 5 meetings before submitting its report

Task Force shall submit findings and recommendations report to Governor and General Assembly by January 1, 2024, then dissolves upon report submission

Act takes effect upon becoming law and is repealed on January 1, 2025
