Removes the July 1, 2026 repeal date for the African-American HIV/AIDS Response Fund, making the fund permanent.

Replaces the requirement to create 17 one-stop shopping HIV/AIDS facilities with a requirement to create at least one Black-led Center of Excellence HIV Biomedical Resource Hub for every $3,000,000 in available funding.

Centers of Excellence may operate on a stand-alone or collaborative basis and provide comprehensive HIV preventative care including PrEP assessment, primary medical care, case management, mental health services, substance abuse treatment, housing assistance, and workforce development.

Maintains fund priorities including HIV prevention plans, service delivery infrastructure development, statewide testing programs, research funding, and technical assistance to African-American community service organizations.

Fund sources include appropriations by the General Assembly, federal funds, and other public resources, with grants prioritized for areas with the greatest HIV/AIDS prevalence in the African-American population.
