• Amends the Prevailing Wage Act to include transportation of ready-mixed concrete and transportation of aggregate or excavated materials as employment upon public works subject to prevailing wage requirements.

• Defines "ready-mixed concrete" as concrete manufactured according to a set recipe and "aggregate or excavated materials" to include rock, gravel, sand, soil, cement, concrete, asphalt, and substitute materials.

• Establishes that all laborers, workers, and mechanics performing transportation of ready-mixed concrete or aggregate materials shall be deemed employed in actual construction work upon public works, regardless of whether work is performed by prime contractors, subcontractors, trucking firms, or independent truck owner-operators.

• For independent truck owner-operators engaged in such transportation work, the prevailing wage shall include equipment rates established by the Department of Transportation and applicable truck hire rental rates in addition to hourly wages and fringe benefits.

• Defines "transportation of aggregate or excavated materials" and "transportation of ready-mixed concrete" to include all required hauling activities on or to/from public works projects or stockpiles, regardless of which entity hires the workers or operates the equipment.
