Amends the Business Assistance and Regulatory Reform Act to expand the Office of Business Permits and Regulatory Assistance to all businesses (removing the "small and mid-size" employee limit) and requires the office to expedite permit issuance through improved interagency coordination and information technology tools.

Establishes an Interagency Permitting Advisory Committee composed of representatives from seven State agencies (DCEO, EPA, DOT, DNR, ICC, State Fire Marshal, and Public Health) to coordinate environmental reviews and authorizations for covered projects.

Defines "covered projects" as infrastructure projects exceeding $20 million or requiring multi-agency coordination in energy, transportation, water, broadband, manufacturing, and other sectors, with projects tracked on an online "Permitting Dashboard."

Requires the office to establish coordinated project plans and permitting timetables with completion dates within 2 years, with dispute resolution by the Governor's Office of Management and Budget and limits on schedule modifications.

Mandates public transparency through online posting of project information, agency decisions, documents, and litigation status on the Permitting Dashboard, with agencies required to post updates within 5 business days and monthly status reports for delayed projects.
