State Board of Education shall establish a text message hotline for students and minors to report sexual assault, grooming, and other violations occurring within school districts or at school district functions.

Board of Higher Education shall establish a text message hotline for students and persons associated with public institutions of higher education to report sexual assault, grooming, and other violations at the institution or its functions.

Both Boards shall adopt rules establishing guidelines for the text message hotlines and provide adequate support assistance to users of the hotlines.

Effective immediately upon becoming law.
