Amends the Illinois Procurement Code to allow State contracts to give preference to qualified bidders using low-embodied-carbon concrete, provided the cost is not more than 10% greater than standard concrete bids.

Permits State contracting agencies to include an additional price preference of up to 10% for other environmentally preferable materials at their discretion.

Requires that contracts using federal funds must comply with federal procurement standards and specifications, and prohibits the provision from applying if it conflicts with federal law or regulations.

Defines "low-embodied-carbon concrete" as concrete verified to have a Global Warming Potential value equal to or less than approved green procurement specifications and that does not increase harmful hazardous pollutants.

Requires Global Warming Potential values be documented through Environmental Product Declarations to recognize companies investing in emissions reduction and encourage industry-wide adoption of lower-emission practices.
