Creates an Independent Investigative Unit within the Illinois Attorney General's Office to investigate all alleged or potential police-involved deaths of civilians

Grants the unit full powers of a State's Attorney, including the ability to use a grand jury in any county and investigate related police misconduct crimes discovered during investigations

Requires the unit to transmit a detailed investigative report to the relevant county State's Attorney within 15 days of completing an investigation

Mandates law enforcement agencies immediately notify the Independent Investigative Unit when they become aware of any alleged or potential police-involved death of a civilian

Requires all law enforcement agencies to cooperate with the unit's investigations; investigative reports remain confidential through trial court adjudication of associated criminal cases
