• Environmental Protection Agency shall provide grants to municipalities for lead service line water filters in areas without lead line replacement plans, subject to appropriation.

• All filters must be produced in Illinois and remove at least 99.9% of lead as validated by independent laboratory testing with no vendor financial interest.

• Filters must operate without wasting water, be recyclable with reusable cartridges, and use NSF-certified impurity-free plastic in fabrication.

• Municipalities must distribute filters for residential use only.

• Takes effect immediately upon becoming law.
