• Creates the Comprehensive Licensing Information to Minimize Barriers Task Force within the Department of Financial and Professional Regulation to analyze occupational licensing procedures that may create barriers for historically and economically disadvantaged populations.

• Task Force composition includes 12 members: chairperson and vice-chairperson appointed by legislative leaders, six members unanimously appointed by the leadership pair (including workforce development and reentry nonprofit representatives, licensed workers who faced barriers, and academic experts), the Secretary of Financial and Professional Regulation, and two minority party representatives.

• Task Force must conduct comprehensive analysis of low-income and middle-income licensed occupations and collect data on application rates, denial reasons, licensure costs, training locations, language availability, demographic information of license holders, and average salaries.

• Final report due by December 1, 2023 must include findings delivered to the General Assembly, Office of Management and Budget, Department, and public, with recommendations for revoking, modifying, or creating new licensing laws.

• Act automatically repeals on December 1, 2024.
