Amends the Regulatory Sunset Act to require the state not regulate professions or industries in ways that unreasonably affect either the competitive market or equitable access to quality jobs and economic opportunities

Adds new definitions for "personal qualifications" (education, exams, work experience, criminal record review, continuing education) and "scope of practice" (procedures and work an individual may perform under occupational regulation)

Requires the Governor's Office of Management and Budget to analyze whether regulatory agencies restrict professions more than necessary to protect public health, safety, or welfare, and to recommend termination, modification, or continuation

Expands review factors to include equity concerns such as financial impact on aspiring licensees, barriers for historically disadvantaged individuals, challenges for those with criminal records or non-English speakers, and geographic distribution of training and test sites

Establishes guidelines for recommending less restrictive regulatory alternatives, including civil causes of action for contractual disputes, facility inspections, bonding requirements, insurance mandates, business registration, and government certification depending on the type of harm being addressed
