• Exempts individuals in rural and underserved communities disproportionately impacted by COVID-19 from determination of need approval for institutional and home and community-based long-term services through December 31, 2022.

• Allows unused hours of home health services, home health care services, in-home care services, or adult day health services to roll over into the next service month when not utilized due to COVID-19-related staff shortages through December 31, 2022.

• Applies the COVID-19 relief provisions to services under the Community Care Program, Home Services Program, and supportive living facilities program administered by the Department on Aging and Department of Rehabilitation Services.

• Authorizes the Department to adopt rules implementing these temporary COVID-19 emergency provisions.

• Takes effect immediately upon becoming law.
