Deletes the Secretary of State's authority to decline processing driver's license renewals for persons who have not paid fees or taxes due under the Illinois Vehicle Code.

Requires court clerks to send notice of continued court dates via email and text message to cellular phones, or by telephone to non-cellular numbers if no cell phone is available.

Eliminates provisions allowing courts to enter failure to appear orders and the Secretary of State to suspend driver's licenses for failure to appear in traffic court.

Removes provisions allowing courts to hold offenders in contempt and imprison them for nonpayment of fines, and eliminates the court's authority to issue summons or arrest warrants for fine payment defaults.

Takes effect immediately upon becoming law.
