Removes the prohibition on construction of new nuclear power plants in Illinois by deleting language that banned nuclear plant construction until the federal government identified an approved high-level nuclear waste disposal method.

Eliminates the requirement that the Illinois Director of Environmental Protection Agency certify federal approval of nuclear waste disposal technology before the Illinois Commerce Commission could authorize nuclear plant construction.

Maintains existing provisions allowing nuclear construction only if specifically approved by statute enacted by the General Assembly, after the ban language is deleted.

Makes the bill effective immediately upon enactment.
