• Extends medical assistance coverage to all women of childbearing age regardless of income level under Illinois Public Aid Code Section 5-2.

• Requires hospitals licensed under the Hospital Licensing Act or organized under the University of Illinois Hospital Act to submit medical assistance applications on behalf of every uninsured woman of childbearing age admitted for inpatient or outpatient services.

• Mandates the Department of Human Services to enroll women into the medical assistance program as soon as practicable upon receiving an application.

• Grants the Department of Healthcare and Family Services and Department of Human Services rulemaking authority and requires them to apply for any necessary federal waivers or State Plan amendments to implement the provision.

• Implementation is contingent on federal approval; takes effect immediately upon becoming law.
