Authorizes hospitals, community-based organizations, and approved entities to screen and identify uninsured childless adults aged 19-64 who meet medical assistance eligibility requirements.

Requires approved entities to inform eligible adults of presumptive eligibility and offer to submit a 2-page electronic application on their behalf without requesting additional information or attestations.

Mandates designated Department of Human Services staff verify eligibility based solely on information in the electronic application and enroll verified adults in the medical assistance program with full Health Benefits Service Package coverage.

Grants both departments rulemaking authority and requires Department of Healthcare and Family Services to apply for necessary federal waivers, with implementation subject to federal approval.
