IL HB5750

Removes requirement for public coal-fired electric generating units (EGUs) and large greenhouse gas-emitting units to achieve 45% CO2e emissions reduction by January 1, 2035, with potential unit retirement requirements by June 30, 2038.

Requires all public coal-fired EGUs and large GHG-emitting units to permanently reduce CO2e emissions to zero no later than December 31, 2045.

Maintains existing deadlines for non-public coal and oil-fired units to achieve zero emissions by January 1, 2030, and natural gas-fired units to achieve zero emissions by January 1, 2045 through retirement or green hydrogen conversion.

Establishes a five-year review process beginning in 2025 to assess renewable energy progress, emissions reductions, and grid reliability; allows Illinois Power Agency and Environmental Protection Agency to delay emission reduction requirements if resource adequacy or reliability shortfalls are identified.

Prohibits variances or regulatory relief from the emission reduction and elimination obligations specified in the bill.
