Creates the Cook County Criminal Justice Coordinating Council to improve public safety system responsiveness, cost-effectiveness, and intergovernmental coordination using evidence-based strategies

Establishes a 23-member Council including the Mayor of Chicago, Cook County Board President, Chief Judge of Cook County Circuit Court, Cook County Sheriff, State's Attorney, Public Defender, Chicago Police Superintendent, and police chiefs from five municipal districts

Requires the Governor to appoint three citizen members: one from a victim's advocacy organization, one with academic criminal justice expertise, and one lay citizen; the chair must be a citizen member with a 5-year term

Mandates monthly Council meetings plus separate monthly public information sessions in communities throughout Chicago and Cook County, with at least one in-person, one virtual, and one hybrid session per quarter

Requires annual public reports submitted to the Governor and General Assembly by April 1, with the first report due April 1, 2024; Council funded through General Assembly appropriations, grants, and nonprofit support
