Establishes a smart pole pilot program in Cook County, with the Board of Commissioners designating a specific area for implementation.

Designated program area must have high incidence of gun violence but cannot be serviced by Chicago Transit Authority train system.

Cook County shall contract with one or more minority-owned businesses to install smart poles designed to reduce crime, subject to General Assembly appropriation.

Smart poles are multi-function streetlight poles with color-changing LED lights, integrated speakers, remote control capability, and optional emergency call systems or graphic signs.

Cook County Board of Commissioners must submit annual reports to the General Assembly and Governor starting December 31, 2024, detailing crime reduction results; program repeals January 1, 2028.
