Amends the Illinois Criminal Justice Information Act to establish a grant program for law enforcement agencies to equip service firearms with laser sights, subject to appropriation.

Laser sights purchased under the grant program are owned by the law enforcement agency, not individual officers, and cannot be purchased by officers when buying their service firearm after retirement.

Grant applications must be submitted to the Illinois Criminal Justice Information Authority, which determines application requirements and may request supporting documents.

Defines "law enforcement agency" to include state agencies, county sheriffs, municipal police departments, and college and university police departments.

Authority is authorized to adopt rules to implement the laser sight grant program, effective immediately upon enactment.
