• Adds new grounds for denial or revocation of Firearm Owner's Identification Cards (FOID) for minors who have caused or attempted to cause physical self-harm or harm to another person.

• Creates a rebuttable presumption that individuals ineligible under this provision are also ineligible under existing mental health grounds until age 24.

• Requires physicians, clinical psychologists, qualified examiners, law enforcement officials, school administrators, and other persons with knowledge of a minor's self-harm or harm to another to report incidents to the Department of Human Services within 24 hours.

• Establishes reporting procedures for the Department of Human Services and Illinois State Police to determine whether to revoke an individual's FOID card based on reported incidents.

• Provides liability protections for reporters and medical professionals making notifications under this Act, except for willful or wanton misconduct.
