• Adds foreign language endorsement to Educator License with Stipulations for applicants with adequate speaking, reading, and writing ability in a non-English language and English communication skills.

• Waives language content test requirement if the language is the applicant's first language.

• Foreign language endorsement valid for 5 years from issuance and may be renewed.

• Holders of valid foreign language endorsement may teach foreign language courses and, if without a bachelor's degree, may substitute teach in foreign language classrooms.

• Effective July 1, 2023.
