Removes the requirement that beginning with the 2028-2029 school year, high school students must complete 2 years of foreign language courses (including American Sign Language) to receive a diploma.

Leaves in place existing graduation requirements for students entering 9th grade through the 2023-2024 school year, which allow one year of foreign language as an elective option.

Establishes new graduation requirements starting with the 2024-2025 school year under subsection (e-5), maintaining the same core courses but without mandating foreign language study.

Retains provisions allowing students to count Advanced Placement computer science courses toward mathematics requirements and requiring civics education and financial literacy instruction.

Exempts students with disabilities whose course of study is determined by an individualized education program from all these requirements.
