Removes the prohibition on prescribing psychologists from prescribing medications to patients under 17 years old or over 65 years old.

Prohibits prescriptive authority for any Schedule II opioids for prescribing psychologists, establishing "opioid" as a defined term in the Clinical Psychologist Licensing Act.

Expands prescribing psychologist eligibility to register for mid-level practitioner controlled substance licenses to include nonnarcotic, nonopioid Schedule II through V controlled substances (previously limited to Schedule III through V).

Makes corresponding amendments to the Illinois Controlled Substances Act to align mid-level practitioner registration requirements with the expanded prescriptive authority for clinical psychologists.

Takes effect immediately upon enactment.
