Amends Section 29-9 of the Illinois Election Code regarding unlawful observation of voting and ballot photographs.

Permits a person to photograph their own ballot at any time during the voting process and to view photographs of completed or partially completed ballots.

Makes it a Class 4 felony for any person to give, promise to give, or receive money or other valuable consideration in connection with the dissemination or viewing of a photograph of a completed or partially completed ballot.

Takes effect immediately upon becoming law.
