• Defines "assisted reproductive technology" as clinical fertility treatments involving handling of human oocytes, sperm, or embryos to establish pregnancy, explicitly excluding artificial insemination.

• Grants individuals fundamental rights to make autonomous decisions about ART use, including decisions regarding creation, storage, testing, transfer, donation, and destruction of embryos and gametes.

• Prohibits the State from restricting or interfering with individuals' rights to use ART, including limits on quantity of oocytes or sperm retrieved, number of embryos created, embryo testing, embryo transfer decisions, and use of untransferred embryos.

• Allows aggrieved parties to bring civil lawsuits in federal or state court and requires courts to award reasonable attorney's fees and costs to prevailing plaintiffs in violation cases.
