Amends the Illinois Public Labor Relations Act Section 14 to change population thresholds for residency requirements in peace officer arbitration decisions from 100,000 to 1,000,000.

Allows arbitration decisions to include residency requirements in municipalities with populations under 1,000,000 (but only within Illinois) for peace officers.

Prohibits arbitration decisions from including residency requirements in municipalities with populations of at least 1,000,000 for peace officers.

Makes identical changes to fire fighter and fire department paramedic provisions regarding residency requirement arbitration authority based on the 1,000,000 population threshold.

Takes effect immediately upon becoming law.
