Amends the Firearms Restraining Order Act to allow restraining orders to be granted against a respondent regardless of whether they currently possess firearms, ammunition, or firearm parts that could be assembled into an operable firearm.

Permits petitions for firearms restraining orders to be filed in any county where the respondent resides or where an incident occurred involving the respondent posing an immediate and present danger through possession or receipt of firearms or ammunition.

Eliminates all filing fees charged by the clerk for petitions, amendments, orders, and related services, and eliminates service fees charged by the sheriff or law enforcement.

Requires courts to provide simplified forms and clerical assistance through the clerk's office to help unrepresented persons file petitions, with additional assistance potentially provided by the State's Attorney.
