Authorizes personal delivery devices (autonomous cargo-carrying robots) to operate on any sidewalk, crosswalk, or public roadway in Illinois, with a maximum speed of 10 miles per hour on sidewalks

Defines personal delivery devices as powered devices intended to transport cargo on pedestrian areas, not carry passengers, and capable of operating with or without active human monitoring

Requires devices to be equipped with controlled stop capability, unique identifying numbers, operator identification, and prohibits transport of hazardous materials requiring placards

Mandates operators maintain general liability insurance of at least $100,000 covering all personal delivery devices under their control

Preempts local authorities from regulating device design, licensing, registration, taxation, insurance requirements, cargo types, operations, or access to sidewalks and roadways, limiting home rule powers
