Amends the Criminal Code of 2012 to expand the definition of mob action to include controlled vehicle skidding (drifting) through turns if it results in force or violence disturbing the public peace.

Adds street racing as a mob action offense when the activity results in force or violence disturbing the public peace, with "street racing" defined by reference to Section 11-506 of the Illinois Vehicle Code.

Establishes both controlled vehicle skidding and street racing violations as Class 4 felonies when they occur as mob action.

Requires courts to order persons convicted of mob action to perform 30-120 hours of community service if available and funded by the county board, with this requirement applied to supervision conditions unless incarceration is imposed.
