Requires mobile home park owners to notify all tenants by certified mail within 14 days of listing the park for sale or lease, and at least 45 days before any sale or lease occurs

Grants tenant groups representing at least 51% of park residents a right of first refusal to purchase or lease the mobile home park when the owner intends to accept an offer that would change the property's use

Establishes a 45-day window for tenant groups to submit a matching purchase or lease agreement, followed by 90 days to secure financing and another 90 days to close the transaction

Prohibits new mobile home park owners from increasing rent or changing lease terms for lots occupied by tenants aged 65 or older until those tenants no longer reside there as their principal residence
