• Provides temporary exemptions allowing units to continue operating beyond deadlines if a regional transmission organization determines continued operation is necessary for grid reliability or resource adequacy.

• Establishes reporting requirements beginning in 2025 and requires joint review every 5 years by the EPA, Illinois Power Agency, and Illinois Commerce Commission to assess progress toward renewable energy goals and evaluate potential reliability impacts, with authority to develop mitigation plans if resource adequacy shortfalls are identified.
