• Amends Section 14-104 of the Illinois Pension Code to allow service contributions to be paid in installments over a period not to exceed 5 years instead of only in lump sum or installment payments without a specified time limit.

• Adds new Section 14-135.13 establishing formal procedures for written appeals, hearings, rehearings, and written reappeals before an Executive Committee for members, annuitants, or beneficiaries disputing claims decisions.

• Creates an Executive Committee consisting of one Board member, the Board Chairperson (or designee), and the Executive Secretary (or designee) to hear administrative contested matters and make recommendations to the Board for final decisions.

• Specifies that petitions for written appeals or hearings must be received within 30 days of claim denial notification, with petitions for rehearings or written reappeals due within 90 days of the Board's final decision.

• Takes effect immediately upon becoming law.
