• Broadens the definition of "child" in the grooming statute to include persons aged 17-21 who are students attending classes at public or nonpublic secondary schools, extending grooming protections to this age group.

• Applies criminal liability regardless of the location or place where the sexual assault, abuse, or grooming offense occurs.
