HB5813 Summary

• Extends COVID-19 related unemployment benefit contribution relief for employers from December 31, 2020 to June 30, 2021 for benefits paid due to unemployment directly or indirectly attributable to COVID-19.

• Exempts employers subject to contribution payments from being charged for COVID-19 related benefits paid during the extended period.

• Reduces benefit charges to 50% for nonprofit organizations and state/local governments making payments in lieu of contributions for COVID-19 related benefits.

• Establishes new benefit ratio calculation methods for employers for calendar years 2023 and 2024 based on benefit charges and wages for specified periods ending June 30, 2022 and June 30, 2023.

• Takes effect January 1, 2023.
