Amends the Freedom of Information Act (5 ILCS 140/2) to add a definition of "prevail" in litigation over public records requests.

Defines "prevail" to mean achieving the desired outcome through either a court order or the production of all requested documents.

Applies to Section 2 (Definitions) of the Freedom of Information Act, which establishes key terms used throughout the statute.
