Amends the Illinois Vehicle Code Section 3-806 to reduce the annual registration fee for first division motor vehicles (excluding autocycles, motorcycles, motor driven cycles, and pedalcycles) to $98 for the 2024 registration year only.

The $98 fee for 2024 represents a temporary reduction from the standard $148 annual registration fee that applies to other registration years.

All existing surcharges and fee allocations remain in effect, including the $1 surcharge for the State Police Vehicle Fund, $2 surcharge for the Park and Conservation Fund, and allocations to the Secretary of State Special Services Fund and Road Fund.

This reduction applies exclusively to the 2024 registration year, after which the standard registration fee schedule resumes.
