Requires the Director of Central Management Services to procure at least 2 group health benefit contracts for annuitants if fewer than 2 exist on the effective date, and maintain at least 2 contracts thereafter.

Requires the Director to procure at least 2 group health benefit contracts for Teachers' Retirement System (TRS) benefit recipients and their TRS dependent beneficiaries if fewer than 2 exist on the effective date, and maintain at least 2 contracts thereafter.

Establishes state policy that members should have continued access to trusted family healthcare providers and that the Director must consider stability, continuity of coverage, affordability, and competition when administering group health benefit programs.

Takes effect immediately upon becoming law.
