Adds a new definition of "pedestrian hybrid beacon" to the Illinois Vehicle Code as a traffic-control device used to warn and control traffic at locations without a traffic signal to assist pedestrians crossing at marked crosswalks.

Exempts drivers approaching a pedestrian hybrid beacon from the requirement to stop as if at a stop sign when no signal light is illuminated.

Modifies Section 11-305 of the Illinois Vehicle Code regarding obedience to traffic-control devices to exclude pedestrian hybrid beacons from the dark signal stop requirement.
