Removes the provision classifying newborns with controlled substances in their blood, urine, or meconium as neglected children under the Abused and Neglected Child Reporting Act.

Repeals Section 4.4 of the Abused and Neglected Child Reporting Act, which previously required the Department of Children and Family Services to report to the State's Attorney when a newborn's blood contained a controlled substance.

Removes from the Juvenile Court Act of 1987 the provision allowing courts to find a minor neglected based solely on the presence of a controlled substance in the newborn's blood, urine, or meconium.

Becomes effective immediately upon enactment.
