Authorizes the Director of Central Management Services to sell a strip of land from the State's Sangamo Complex in Springfield to the City of Springfield for $1 via quitclaim deed.

The property (three parcels totaling approximately 1.922 acres at 1021 North Grand Avenue East) is intended for the Springfield High Speed Rail Corridor Improvement Project.

The State's Capital Development Board must demolish existing state buildings on the property down to the concrete slab, remediate debris, relocate utilities, and prepare adjacent buildings for reactivation; the City must reimburse the State for all demolition costs within 2 years.

The City must remove foundation and slab structures and relocate an active storm-sewer line using city funds as part of the project.

The deed includes a reverter clause returning the property to the State if it is used for purposes other than public transportation infrastructure or if the City attempts to sell or convey it without prior written Department consent.
