HB5854 Summary

• Creates the Water Reuse Task Force to develop policies and practices for water reuse in Illinois, with the Environmental Protection Agency providing administrative support.

• Task Force membership includes 10 voting members from state agencies, universities, water districts, and environmental organizations, plus 7 nonvoting members representing agricultural and conservation interests.

• Task Force must report findings to the General Assembly in calendar years 2024-2026 on nonpotable water reuse, potable water reuse, and direct potable reuse for human consumption.

• Task Force shall recommend revisions to Illinois Administrative Code to enable nonpotable water reuse for irrigation within 3 years, for industrial and residential purposes within 2 years, and potable water reuse for aquifer recharge and surface water blending within 3-4 years of report publication.

• Act takes effect June 1, 2023 and is repealed on June 31, 2031.
